A hot plenum, low refrigerant, poor power and weak air delivery can coexist. Each needs its own proof gate.

Field workflow
Interview the people in the space. Capture when, where and under what occupancy or weather condition the problem appears.
Identify the equipment, controls, schedules, setpoints, recent changes and active temporary measures. Record labels and accessible service history.
Compare occupied-zone height, upper space/plenum, relevant surfaces, supply, return and outdoor conditions. Record humidity when latent load matters. Infrared imagery measures surface patterns, not air temperature by itself.
Review supply and return paths, obvious restrictions and leakage, door/exhaust behavior and zone pressure. Quantitative airflow, duct-leakage or pressure testing is scoped where it will change the decision.
Route electrical and refrigeration measurements to the appropriately qualified provider. Compare their findings to the building-level evidence instead of treating the trades as isolated tickets.
Use load, use pattern, envelope, ventilation, existing capacity, redundancy and life-cycle constraints to choose repair, rebalance, mitigate load, supplement or replace.
Verify sequence of operation, drainage, controls, air delivery and the agreed occupied-zone acceptance condition. Preserve before/after evidence and remaining limitations.
